From International Adoption: How to Choose a Country:

1. Research parameters and eliminate countries.

The best way to begin the process of choosing a country for an international adoption is to eliminate those countries that are not options. Why waste your time looking into countries for which you are not qualified to adopt or that do not have what you are looking for?

This first step requires a lot of research. You will need to find out the parameters for adopting from different countries before you can eliminate them. Here are some of the parameters that you should consider:

Age Requirements

Some countries require you to be above or below a certain age in order to adopt. There is no point in looking into a country if you are either too old or too young to adopt out of that country.

Marriage Requirements

If you are single, eliminate any country that will only allow married couples to adopt.

Types of Children Available

If you only want to adopt an infant, then you will not want to consider a country that never places infants for adoption internationally. Some countries might only have special needs children available. Others might only have children available of a certain gender. Eliminate any country that does not have the type of child that you are seeking.

Quality of Care

Do you have strong feelings about the child’s life before you adopt him? If you do not want to adopt a child who has lived in an orphanage, then eliminate any country without a foster care system from your list.

Personal Feelings or Biases about Various Countries

Are there any countries that, for whatever reason, you simply do not want to consider? Remove those countries from your list. Every child deserves to be loved by the people who adopt him. Adopting a child is not a good way to learn how to overcome any prejudices you might have. If, for whatever reason, you do not feel like you can connect with a child from a particular country and love that child with your entire heart, then eliminate that country from your list.
